Job description: The PositionThe Deputy Public Works Director plans, organizes and directs the City's motor pool, street, water, sewer, and surface water operations. This position is responsible for supervising staff in planning, prioritization and delivery of services, evaluating services, and developing and monitoring service contracts. Prioritizes budget requests and prepares departmental budget. As needed, resolves citizen complaints and concerns. This position reports to the PW Director / City Engineer.The Department: Operations is a division of the City's Public Works Department and includes Streets, Stormwater, Sewer (collection only), Water (distribution) and Motor Pool (Fleet). From emergency preparedness to routine scheduled maintenance activities, this divisions' objective is to set the standard for efficient and effective customer service. The Operations division includes 35 FTE and has an annual combined operating budget of $9-10 million.Key Responsibilities
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Recommend, within department policy, appropriate service and staffing levels. Develops recommendations for maintenance and capital rehabilitation programs, develops and refines cost analysis, and monitors and adjusts expense estimates.
- Answer questions regarding citizen complaints and resolves issues associated with City infrastructure including determining solutions and communicating solutions to the general public. Ensure the department is prepared to respond timely to emergencies and to citizen complaints.
- Coordinate response to unscheduled and/or urgent occurrences. Coordinate with public safety for response to hazardous material spills and emergency operations.
- Prepare departmental budget including receiving requests from division heads, prioritizing requests and balancing revenues and expenditures. Provide justification for budget requests.
- Administer the departments safety program; plans, schedules and conduct monthly safety meetings; develop and implement standard operating procedures, and ensure employee adherence to established guidelines.
- Act as a liaison between field operations and City administration. Prepare correspondence and reports as needed. Represents Public Works Operations to the public as required. This may include attending City Council and/or other public meetings as needed.
- Supervise division staff including prioritizing and developing work plans, evaluating staff performance, monitoring progress on projects, interpreting policies and procedures, making hiring and termination recommendations, making pay rate change recommendations resolving personnel conflicts and monitors the priorities of training and development of staff.

- When Christmas Eve or New Year's Eve falls on Monday through Friday. Employees who are scheduled to work during the ½ day holiday shall be credited with four (4) hours of Holiday Pay.

20+ 25 days (16.67 hrs per month)Vacation may be accrued to a maximum of two years with the approval of your supervisor.Managers and supervisors who do not receive overtime are eligible for four additional vacation days.Sick LeaveSick leave accrues on a monthly basis at a rate of eight hours per each month worked. Sick leave may be used when you are unable to work due to illness or injury, or to attend a member of the immediate family when they are sick or injured. (Immediate family is defined as spouse, children, mother, father, sister, brother, or other relative residing in your household. Sick leave may be accumulated to 150 days.
Expected salary: $121060.56 - 148642.56 per year
